Burnt Scalp

Our neighbor across the street, has a very bad habit.

Every morning as the sun rises and shines in his balcony, he steps outside and sits there for about an hour, sometimes longer.

I don't get it. What part of sunburn or skin cancer doesn't he understand.


Since he has no hair, his scalp is always red and itchy. I wouldn't want to be in his shoes.


Would you go and talk to him or just ignore him? What should I do?
